Information about the OR legislative 2023 session and committees.

​Legislative Session is the period of time in which the Legislative Assembly is convened for purpose of lawmaking. Regular sessions convene each January and may last 160 days in odd-numbered years and 35 days in even-numbered years.​

Important Legislative dates:
January 9, 2023 - OR Legislature Convenes

First Chamber Work Session Deadline:  April 4, 2023
This is the last day for policy committees to move measures introduced in their chamber (i.e. Senate bills in the Senate, House bills in the House) out of committee. The deadline does not apply to Ways & Means, Revenue, Rules, and other joint committees.​
Post Work Session - May 5 and May 19, 2023

n order for a bill to be heard in committee by second chamber deadline (May 19), it has to be posted on an agenda for work session by May 5. However, this does not apply to Rules, Revenue, or Joint Committees

While the Capital Building is open to the public this session, it is not clear if public testimony will be taken in person.  See this story in the Statesman Journal.   As we learn more, it will be posted here. 

Oregon 2023 Session legislation supported or opposed by OR UU Voices for Justice

Bills to support: 

HB2004 - Establishes ranked choice voting as voting method for selecting winner of nomination for and election to offices of President of United States, United States Senator, Representative in Congress, Governor, Secretary of State, State Treasurer and Attorney General

HB2571 - Directs Department of Environmental Quality to establish program for providing rebates to qualifying individuals who purchase electric assisted bicycles or cargo electric bicycles and qualifying equipment.  

HB2601 - Requires State Treasurer to exit from certain carbon-intensive investments, subject to fiduciary duties. Requires State Treasurer to develop plan to protect state investments from risks related to climate change.

HB2613 - Provides $30M to DEQ for deposit in Zero Emission Incentive Fund. This fund is used to pay rebates on various types of EVs

HB2713 - Provides that Legislative Assembly finds and declares that home rule cities and counties have constitutional authority to prohibit or limit use of fossil fuels in new buildings or installation of fossil fuel infrastructure. Permits cities and counties, whether home rule or not, to prohibit or limit use of fossil fuels in new buildings or installation of fossil fuel infrastructure. Declares emergency, effective on passage.

HB2658 - 
Directs Department of Transportation to determine carbon emissions of motor vehicles and impose additional registration fee based on relative vehicle carbon emissions.

HB2667 - Prohibits Department of Environmental Quality and State Department of Agriculture from issuing or renewing license or permit to allow construction or operation of new industrial confined animal feeding operation, addition to or expansion of existing industrial confined animal feeding operation or addition to or expansion of livestock farm that would cause livestock farm to become industrial confined animal feeding operation. Declares emergency, effective on passage.

HB2763 - Establishes State Public Bank Task Force. Directs task force to study and make recommendations regarding establishment of state public bank. Requires task force to submit report to committee of Legislative Assembly by January 31, 2024. Declares emergency, effective on passage

HB2816 - Requires person who owns, operates or controls high energy use facility to ensure that greenhouse gas emissions associated with electricity used by high energy use facility are reduced to 60 percent below baseline emissions levels by 2027, 80 percent below baseline emissions levels by 2030, 90 percent below baseline emissions levels by 2035 and 100 percent below baseline emissions levels by 2040. Requires person to provide annual report to Department of Environmental Quality to demonstrate compliance. Imposes civil penalty of $12,000 per megawatt-hour in violation for each day of violation.

HB2826 - Establishes Task Force on Renewable Diesel. Directs task force to study availability of renewable diesel, estimate current and future demand for diesel fuels, study incentives for increasing availability of renewable diesel and study implications of removing petroleum diesel from state marketplace. Sunsets January 2, 2025. Takes effect on 91st day following adjournment sine die.

HB2970 /SB525 - Directs Environmental Quality Commission to adopt standards prohibiting engine exhaust and evaporative emissions from new small nonroad engines beginning January 1, 2026, unless a later date is required by federal Clean Air Act. Directs Department of Environmental Quality to

SB501 - creates state public bank - we should remain neutral on this at this time.

SB530 - Establishes state policy regarding natural climate solutions. Establishes Natural and Working Lands Fund and provides for transfer of moneys from fund to certain state agencies. Prescribes uses of moneys from fund and requires Oregon Global Warming Commission to report to legislature on uses of moneys from fund. Directs State Department of Energy and commission to prepare baseline, activity-based metrics and community impact metrics for net carbon sequestration and storage in natural and working lands and establish carbon sequestration and storage goals. Directs State Department of Energy, in coordination with commission, to study workforce training programs needed to support adoption of natural climate solutions and provide results to committees of Legislative Assembly related to environment no later than September 15, 2024. Authorizes commission to appoint natural and working lands advisory committee. Takes effect on 91st day following adjournment sine die

SB542 - Requires original equipment manufacturer to make available to owner of consumer electronic equipment or independent repair provider on fair and reasonable terms any documentation, tool, part or other device or implement that original equipment manufacturer makes available to authorized repair provider for purpose of diagnosing, maintaining or repairing consumer electronic equipment.

SB543 - among other provisions, prohibits food vendor from using polystyrene foam container in sales of prepared food.  

SB544 - Directs Environmental Quality Commission to establish program for source reduction of single-use plastic food ware and single-use packaging and achieve 25 percent source reductions compared to 2023 levels by 2030. Establishes civil penalty for violation of program

SB 545 - Directs State Department of Agriculture and Oregon Health Authority to adopt rules allowing consumers to use own containers for refilling with food at food establishment. Directs department and authority to adopt rules allowing food establishments to reuse take-home food containers returned to restaurant by consumer. Requires department and authority to adopt rules that take effect no later than December 31, 2023. Declares emergency, effective on passage.  

SB579 - Allows persons convicted of felony to register to vote, update voter registration and vote in elections while incarcerated. Specifies that person's residence is where person resided prior to incarceration.

SB704, HB2558, these two bills are identical:
Establishes Universal Health Plan Governance Board and directs board to create comprehensive plan for implementing Universal Health Plan beginning in 2027. Declares emergency, effective on passage.

SB854 - Requires each school district board to develop written plan establishing climate change instructional program for kindergarten through grade 12 no later than June 1, 2026. 

Bills to oppose: 

SB676 and HB2215  These two bills are identical: 
Removes requirement that adequate repository for terminal disposition of high-level radioactive waste be licensed as precondition for issuance of site certificate for nuclear-fueled thermal power plant. Removes requirement that proposed site certificate for nuclear-fueled thermal power plant be submitted to electors of this state for approval or rejection. Refers Act to people for their approval or rejection at next regular general electionProvides that Legislative Assembly finds and declares that home rule cities and counties have constitutional authority to prohibit or limit use of fossil fuels in new buildings or installation of fossil fuel infrastructure. Permits cities and counties, whether home rule or not, to prohibit or limit use of fossil fuels in new buildings or installation of fossil fuel infrastructure. 2022 legislative action


Oregon UU Voices for Justice has four campaign areas -- Deepening Democracy, Human Rights, Economic Inequality, and Environmental Justice.  At our annual conference in October 2017, we identified specific action items within each of these campaigns and people who are taking the lead on each.   We have maintained those four campaigns since then.

Some of these campaigns will stay in touch throughout the year and organize via Zoom to continue the work started during the Annual Conference. If you have an interest in these campaigns, please contact the lead.

Deepening Democracy - 
      
    Lead:  David Delk
  • More specific 2023 Deepening Democracy legislation is available on the Deepening Democracy page.
  • Reforms to the Political Process: The group will meet again to focus the group on a specific issue. Under consideration:  establish limits on campaign contributions now that Oregon voters approved BM107 amending state constitution to allow such limits, amend the US Constitution to end corporate personhood and money equals speech, limits on campaign contributions/expenditures, public funding of candidates, ranked choice voting, gerrymandering, full voting rights for felons, full disclosure of political ad funders. 
  • Support for Public Banking: The Oregon Public Bank Alliance is active on this issue and meets via Zoom provided by the First Unitarian Church in Portland, focused principally on creating a public bank in Portland.  That effort has the support of David Delk, Michael Wade, all members of the Economic Justice Action Group of 1st Unitarian of Portland.
